A former president of the Hong Kong Dental Association was acquitted by the Dental Council yesterday of having certain international qualifications that the council does not recognise appear in an article he wrote.

In December 1997, Dr William Wong Wing-bill wrote an article for the sixth edition of the Medical and Dental Directory of Hong Kong.  The preface stated his academic qualifications: BSc, FICD (Fellow of the International College of Dentists) and FICCDE (Fellow of the International College of Continuing Dental Education).

Although Dr Wong has all three qualifications, the Dental Council does not recognise them.

Speaking after the hearing, council chairman Dr Jeffrey Tsang Yick-sang said that had Dr Wong's article been written for an overseas publication or a general-sale magazine, the qualifications would not have caused a problem. With a limited distribution in Hong Kong, only about 4,000 copies had been printed.

Defence counsel Christopher Howse said Dr Wong, president of the Dental Association between 1995 and 1997, had never been aware the qualifications would be included in the article's preface.

Witness Kitty Leung, administrative secretary of the Medical and Dental Directory,  told the council she had not discussed the article with Dr Wong but had talked with someone else from the association.

Mr Howse said: 'He was simply not involved with the publishing of those unregistered qualifications,' adding Dr Wong had never caused or permitted their use.

'There is no evidence that Dr Wong did anything wrong. Just because he was the president of Hong Kong Dental Association, was he liable for what happened with the staff?'

The council agreed and declared Dr Wong not guilty.
