A recent directive from the central government emphasises the need for deep reform in Hong Kong. However, this shouldn’t mean blindly copying mainland practices. Instead, Hong Kong should aspire to be a radiating port – a source of innovative ideas influencing others, rather than merely replicating others’ successes.

The push for reform is aimed at tackling long-standing issues, boosting competitiveness and improving quality of life. Yet, Hong Kong must craft its own reform road map, leveraging its unique circumstances and the advantages of “one country, two systems”.
We would like to propose key focus areas for Hong Kong’s reforms.
First, building a free, equal and open society. Reforms should reinforce Hong Kong’s commitment to these principles, enhancing social mobility and creating a level playing field.
Second, revamping bureaucracy. Hong Kong must confront its bureaucratic inertia, prioritising public benefit over administrative convenience. The chief executive should consider leading a new reform task force to ensure tangible outcomes.
