Police said on Friday the non-Chinese man was apprehended the previous night in Yuen Long on suspicion of dangerous driving and failure to report and stop after the accident.

The force received a report at about 4.30pm on Thursday from a woman who said she saw a light goods vehicle hit a dog on Kung Um Road at around 2pm. The vehicle fled the scene afterwards.

The dog was later certified dead.

A 24-second dashcam video shared widely on social media showed a blue truck running over a dog while turning right into a side street near the road in Yuen Long.

The dog was seen being dragged underneath the vehicle and rolled over by the wheels. It hobbled to the roadside after struggling to get up.
