The 23-year-old man was picked up by officers in Sha Tin’s Shek Mun Estate on Monday and detained for nine traffic and criminal offences stemming from the incident two weeks ago, including driving without a licence, dangerous driving, driving while using a mobile phone, failing to stop on police’s request, criminal damage and drug trafficking.

“Except the offence of drug trafficking, the suspect admitted committing all the other offences while under caution,” said acting superintendent Ma Ling-ho of the Sau Mau Ping district crime squad.

As of Tuesday afternoon, the man, who is unemployed, was still being held for questioning and had not been charged.

The traffic officer, patrolling the area around the junction of Kai Cheung Road and Wang Chiu Road in Kowloon Bay at about 11pm on November 14, had spotted the male driver of a Toyota speaking on the phone while behind the wheel. No passenger was in the car at the time.

A 63-second viral video showed the officer on his bike and flanking the moving car outside the Hong Kong Auxiliary Police headquarters in Kai Cheung Road before sounding his siren and overtaking the vehicle.

The footage showed the car switching lanes and speeding off for a short distance before it was blocked by other vehicles stopped at a red light at the junction of Kai Cheung Road and Wang Kwong Road.
