China will promote “balanced, objective and rational voices” to create conditions for an early ceasefire and a political settlement of the Ukraine war, Foreign Minister Wang Yi said.
Wang made the remarks in a meeting with Russian Security Council Secretary Sergei Shoigu in St Petersburg on Tuesday.
“China has always maintained an objective and impartial attitude towards the Ukrainian issue and will continue to work to promote balanced, objective and rational voices in the international community, so as to build more international consensus and accumulate the necessary conditions for an early ceasefire and a political settlement of the crisis,” he said, according to the Chinese foreign ministry.


Shoigu, meanwhile, “welcomed” a joint call by China and Brazil for de-escalation in the Ukraine war and said he was “pleased to see” international recognition of the proposal.
Beijing has positioned itself as a peacemaker, but close ties with Moscow and its reluctance to condemn Russian leader Vladimir Putin’s war have drawn scrutiny from the West.
China has recently stepped up efforts to drum up support for a so-called six-point plan, particularly from the Global South.
Beijing earlier said that the Sino-Brazilian peace plan had obtained support from 26 countries and more than 100 had given a favourable response.
Last week, Putin suggested that China, Brazil and India could act as mediators in potential talks on Ukraine.
In the meeting on Tuesday, Wang also called for joint efforts with Russia for close coordination among emerging powers.
The two countries, he said, should work together to “deepen mutual trust and cooperation among Brics nations so as to build the Brics mechanism as a major channel for the voices of emerging forces and an important platform for solidarity and collaboration in the Global South”.
At the same time, “China is willing to strengthen strategic communication with Russia, to give full play to the China-Russia Strategic Security Consultation Mechanism and the Brics Security Council Mechanism, and continue to enrich the strategic connotation of China-Russia relations”, Wang said, according to the Chinese foreign ministry.
Wang, who is also a Politburo member and director of the Office of the Central Commission for Foreign Affairs, was in Russia for a two-day security meeting of Brics emerging economies that starts on Wednesday.
His visit is believed to pave the way for a trip by President Xi Jinping, who is expected to attend the Brics summit next month in the Russian city of Kazan.
Putin said earlier he was expecting Xi to join the meeting from October 22 to 24 and would have a separate meeting with his Chinese counterpart in Kazan which would be their third in-person meeting this year.
In the meeting on Tuesday, Shoigu, a long-time ally of Putin’s, said Russia would “continue to strengthen strategic communication and close coordination and cooperation with China to ensure a successful outcome of the Brics leaders’ summit in Kazan next month”.
Amid their own tensions with the West, Beijing and Moscow have been increasingly looking to the Global South, the developing nations that together account for 40 per cent of the world’s GDP and 80 per cent of its population.


Russia is chairing the Brics summit this year. The Brics grouping is an economic alliance formed by China, India, Russia, Brazil and South Africa designed to bring together major emerging economies as a challenge to the Western-led order.
China, meanwhile, is taking the rotating presidency of the Shanghai Cooperation Organisation (SCO) for the coming year. Founded in 2001 by China and Russia, the SCO is a Eurasian political, economic and security grouping whose members also include India, Pakistan, Iran and Belarus as well as four Central Asian nations.
On Tuesday, Shoigu, who was Russia’s former defence minister from 2012 until May, said Moscow supported China’s presidency of the SCO.
