In most cases in Hong Kong, it does, since there is no one there to replace it.

The vast majority of tree removals by government departments are not made up for by replanting. That is because internal guidelines require replacement of only those trees affected by public works.

The government is considering changing that policy.

Figures from the Development Bureau yesterday show more than 21,000 trees were removed for various reasons last year. Of these, only 4,310 were replaced by healthy trees.

Secretary for Development Carrie Lam Cheng Yuet-ngor told lawmakers yesterday the guidelines were being reviewed by the greening, landscape and tree management section the bureau set up in March.
