NPC delegates showed relatively warm support yesterday for the reports submitted by the heads of the Supreme People's Court and the Supreme People's Procuratorate.
Last year, Xiao Yang and Han Zhubin were embarrassed when a sizeable number of deputies did not endorse their reports.
Yesterday, applause was heard almost every time the two senior officials promised they would clean up the ranks of prosecutors and judges.
Hunan delegate Duan Youlin, a village party secretary, said the delegates were more satisfied this year as Mr Xiao had addressed their discontent and devoted much of his report to the battle against corruption and abuses among court staff.
But other legislators and law enforcement officials said the fight against graft and other crimes were crippled by a lack of funds.
A Qinghai delegate said trials in remote areas were conducted in the open and prosecutors could not afford transport to chase down suspects, while some police stations could not even afford a telephone.
