Hong Kong police arrest boy, 13, over videos of reckless scooter stunts

Hong Kong police have arrested a 13-year-old boy in connection with a string of traffic offences after online videos showed a teenager riding a scooter with another youngster as pillion passenger in breach of regulations.

A source familiar with the case said on Tuesday officers had detained a youngster at Tong Tsuen in Yuen Long in the New Territories a day earlier after they checked security camera footage.

Police said the boy was arrested on suspicion of dangerous driving, driving without a licence and having an unregistered vehicle.

It also alleged the boy drove the scooter on the pavement, failed to wear a helmet, and had a passenger who also had no head protection.

The insider said the boy was released on bail and inquiries continued.

The force said the online footage showed a teenage boy in a white T-shirt, shorts and flip-flops riding the scooter along the Yuen Long section of Castle Peak Road and Shui Che Kwun Street last Friday.

An investigation had found the rider had swerved between the roads and pavements.

The videos also showed the scooter had no number plate and another boy on the pillion seat.

“In the videos, a teenage rider was driving a motorcycle on the road in a dangerous way,” the force wrote on Facebook.

“He was not wearing a helmet and he also had a passenger with him. He also broke traffic rules by jumping a red light. It was really risky.”

Police warned that the roads were “not a place to play or race around” and that a serious accident or injuries could have resulted.

Police added that the offender’s parent or guardian could be held charged with child neglect – an offence punishable by up to 10 years in jail.

Officers from the New Territories North traffic unit are investigating the case.
