Shanxi’s party leadership – heavily dented by President Xi Jinping’s graft crackdown – is breaking tradition by holding a provincial people’s congress outside the normal schedule to discuss urgent succession plans.

Half of Shanxi province’s leadership has been sacked over graft allegations, leaving many positions vacant.

The emergency has prompted officials to hold a provincial-level people’s congress – usually held at the beginning of the year before the National People’s Congress – on September 28, the province’s party mouthpiece Shanxi Daily reported.

Party cadres will hold a standing committee meeting on September 18 to finalise the details of the congress.

The Beijing News said the extra meeting was added to the traditional roster, meaning it has been sanctioned by the central government.

Topping the standing committee meeting’s agenda is former Shanxi party boss Yuan Chunqing’s resignation from his post as chairman of the Shanxi People’s Congress Standing Committee, the province’s law-making body which also has executive functions, the Daily reported.
